Probably the fish sauce. If I make it again I would use much less, maybe some low salt soy sauce and/or a bit of shrimp paste. Also, the shrimp and peppers would both benefit from being cooked separately. One of us can’t eat much allium, so I substituted ginger and scallions for most of it.
